In 2016, Sichuan Urban & Rural Investment and Construction Group (“SURG”), together with Sichuan Road and Bridge (Group) Co., Ltd., and Tianjin Municipal Engineering Design & Research Institute, was awarded the PPP-based New Urbanization Project located at Sanxing, Tianfu Shuicheng New Area, Chengdu as a social capital party. This project mainly consists of three parts: new urbanization construction, international education, and cultural tourism. With a planned investment amount of some RMB 5 billion, this project covers land acquisition and relocation, infrastructure construction, public facility construction, special facility construction and planning consulting services and industry development, etc.
ZHH was fully involved in this project, providing special legal services to SURG. In the early stage, it mainly assisted SURG in competitive negotiation with all parties, negotiating, drafting and revising the Cooperation Agreement, the Capital Contribution Agreement, the Public Private Partnership (PPP) Contract, and the Land Acquisition and Relocation Investment Agreement, and drafting the Memorandum of Cooperation and the Letter of Intent for Cooperation. After the awarding of the bid, it assisted the project company to handle capital increase and provided legal services for the PPP project. ZHH's lawyers were recognized by the client for their professionalism and strict working attitude in work.
